Fixed dockerfile build failed caused by missing libcuda.so (#249) 
* fix missing libcuda.so

* remove cached data generated by cmake

* use git clone instead of wget, otherwise ppl.cv is not able to generate PPLCV_VERSION_*

* remove the installation of cmake
