* support latest ppl.nn

* fix pplnn for model convertor

* fix lint

* update memory policy

* import algo from buffer

* update ppl.cv

* use `ppl.cv==0.7.0`

* document supported ppl.nn version

* skip pplnn dependency when building shared libs
