Use `mmengine.fileio` to repalce FileClient in mmseg/datasets 2. Use `mmengine.fileio` to repalce FileClient in mmseg/datasets/transforms 3. [Refactor] Refactor fileio (#2543 )

## Motivation

Use the new fileio from mmengine

## Modification

1. Use `mmengine.fileio` to repalce FileClient  in mmseg/datasets
2. Use `mmengine.fileio` to repalce FileClient in
